Summary:
Dr. P.S.Ramkumar is a Senior Scientist at the RPTU in the Math Department in Landau and an Adjunct professor of information sciences at Manipal University. He is teaching and researching in applied AIML and Interactive digital Learning.
Furthermore, he is an Empaneled ICT expert in ITU Wing of United Nations, leading technical groups of its digital governance transformation initiative (Govstack).
With M.Tech, Ph.D and over 39 years of his illustrious career, he co-founded multiple startup companies (“Applied Cognition Systems Pvt. Ltd” (R&D), Sowkhya Carenet Pvt. Ltd (ITES) and PharmIT pvt. Ltd (SCM)). Earlier he served in responsible positions as Director of Innovation and Research Program at Intel, as Center Director at VxTel(USA), CTO at SRIT (India). General Manager-Nuntius Systems Inc. (USA), Prior to industry he has served as Scientist & head of Radio-Astronomy systems lab at Raman Research Institute (India).
He also served as expert in the Bureau of Indian standards for e-health and in advisory committee of Ministry of IT to planning commission of India.
He is a recipient of several awards for his contributions in industry and academia. He is a life-member of Telemedicine Society of India, Institution of Electronics and Telecommunication Engineers India, and the Federation of Karnataka Chamber of Commerce and Industry, India.

Working as empaneled expert in United Nations (ITU): Currently leading technical groups within Govstack initiative to develop specifications of a building-block based approach to ICT transformation in e-governance. I have worked since 2008 in a number of ICT standardization and transformation projects of ITU. I also conducted research in health systems strengthening with ITU funding (outcomes published by UN).

2011 to 2018
As a Founder Director: I invested knowledge, experience and financial resources in creating start-ups (Applied Cognition Systems, Sowkhya Carenet and PharmIt) around entrepreneurs in ICT for education, healthcare, e-governance and e-commerce.
As an adjunct faculty at Manipal University: I have contributed to faculty and curriculum development and supervised over 300 PG research students.
As an advisor to the Government of India: I have contributed to the standardization activities of the Bureau of Indian Standards in the area of Telehealth.
2009-2010: As Advisor to the Board: In several IT companies (Remedinet Technologies, Infolife Technologies, Truebit information Technologies, Tele-DNA pvt. Ltd.): I was thought leader and mentor for IP management, information security, operational excellence, optimization of IT infrastructure and development of market-driven product plans
2006 - 2008 Executive Director at Sobha Renaissance Information Technologies Ltd (SRIT): I was responsible for the division's telehealth technology roadmap and led nationwide telemedicine projects. My skills have transferred from product and technology driven businesses to the IT-enabled services industry. I also worked as CTO at Televital-Inc for several months, planning the roadmap of their telehealth products.
2001 - 2006, Chief Scientist and Director of Innovation and Research Program, Intel Corp. As part of the Intel-India corporate team, led the growth of Intel-India's intellectual ecosystem in collaboration with academia, government and industry and achieved the highest IP generation among Intel sites in Asia with more than 3000 inventions and the third highest among IT companies in India (more than 500 patents). Established Intel's Health Platforms Lab with a focus on bio-sensing. Previously, I was the Center Director of Intel's Network Connectivity business unit in India. My skills grew from managing the business unit to enterprise management and thought leadership and developing partnerships in the industrial ecosystem in a large MNC environment.
2000-2001: Center Director VxTel Inc: Founded VxTel-India as a subsidiary of Vxtel-Inc. (USA) and built the entire India business and delivery of voice over packet software products until VxTel was acquired by Intel Corporation for $550M in 2001. I built and managed a capacity of 500 MY experience in embedded VOP processing areas. My skills grew from senior management to corporate leadership, from entrepreneurship to strategic management of multinational companies.
1999-2000: Nuntius Systems Inc: As Assistant General Manager, I established an offshore development center in India for US clients in the areas of predictive maintenance systems, telecom signal processing and software design automation tools. My responsibilities included building a business unit including technical leadership, business development, delivery and quality. My skills grew from technical leadership and team building to business development, quality and export oriented offshore development and supply management in ISO 9001 and CMM-L5 environments.
1984 - 1999: Raman Research Institute: I began my career as a lab assistant with a degree in electronics and communications engineering and grew into the role of a scientist managing RRI's signal processing labs while completing my bachelor's, master's and Ph.D. degrees.
